On February 17, 2020, the Board of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter – MTSZN) was held at Kazmedia center.
At the Board of the Ministry, according to the results of work in 2019 and the main tasks for 2020, the Minister said that today the MLSPP is implementing a number of important projects in the social and labor sphere.
The first is the “Family Social Card”, which covers 100% of the population of Kazakhstan, i.e. 7 million families. The social map shows what kind of life situation each family is in, the algorithm of work to get out of an emergency or crisis situation.
“In July 2019, after the formation of social cards, 101 thousand families were identified who were in emergency and crisis situations. Measures were taken for employment (12.7 thousand), attachment to clinics (68.8 thousand), kindergartens and schools (72.9 thousand). In total, more than 150 thousand measures. In September, 505 families were taken out of difficult life situations, 533 measures of social support were given to them, ”Birzhan Nurymbetov informed.
The second project – “Social ID of a citizen of Kazakhstan” is aimed at improving transparency, convenience in obtaining social benefits. Social ID provides for the payment of TSA, payment of reduced fare in public transport, free meals in schools for children from large and low-income families.
Its piloting started in July 2019 together with Aktobe Akimat, the operator was Kazpost JSC. About 45 thousand cards were issued and 31 thousand transactions were completed.
“The project is being implemented in the Karaganda, Atyrau, Pavlodar regions and in the city of Nur-Sultan. In 2020, we need to scale the project to all regional centers, ”added the head of the MLSPP.
In the field of employment and employment, the Electronic Labor Exchange (hereinafter – the ELE) and the Electronic Labor Exchange projects are being implemented.
Thanks to ELE, over 2 million people were able to find work in 2 years. 25 thousand organizations are connected to the project “Electronic labor exchange”. 1.1 million electronic contracts have already been registered, this helps to protect the labor rights of workers.
“In terms of automation of public services, I want to note that the share of electronic services reached 80%, at the beginning of 2019 it was 42%. The growth was achieved due to the placement of 6 public services on the Egov portal and the transfer of 10 services to a proactive format. By the end of 2020, we plan to increase the share of electronic services to 90%, ”summarized Birzhan Nurymbetov.
Today, out of 40 public services of the social and labor sphere, 18 services are provided electronically, 14 – proactively and 10 – in composite.
For example, without application or proactively, benefits are granted to mothers of many children who are awarded the pendants “Altyn Alka” and “Kumis Alka”, state benefits for disability, benefits for childbirth and child care for children under 1 year old, and others. In the composite, one application is assigned all pension payments.
More than 6 million Kazakhstanis have already been successfully vaccinated. As of 20.08.2021, 32.82% (6,276,224) of the population of Kazakhstan…
